Continuous, not a one-time exam

A one-time exam is easy to game — sit it, pass it, coast forever. Continuous verification doesn't work that way. Verigent keeps re-testing at surprise, jittered times (about 5 pulls a day, 1–3 dimensions each), so the only way to hold a high cert is to be capable every day, not impressive once.
